Strengthening CBO Capacity to Empower Communities for more
Effective Participation in Poverty Reduction Strategies at Local and National
Levels in Central Asia and the Caucasus

The objective of the situational analysis, within the context of the larger
initiative, is:
To create a better understanding of the nature of
existing capacities and other factors that influence effective engagement of
CBOs and local level institutions in poverty reduction initiatives.
The following outcomes of the
situational analysis are to be met:

Broader understanding of the overall context
of the civil society sector within each country; |

Mapping of existing CBO initiatives and
networks in the countries both created for external programmes and indigenous
efforts; |

Assessment of capacity development needs on
the part of CBOs, other CBOs and the government in promoting CBO engagement in
poverty reduction initiatives and policy processes; |
 |
Material for developing/preparing a concept
paper on CBO engagement in poverty reduction strategies and policy processes |
It is envisaged that the
following activities will be undertaken for the SA:

Scanning national context and institutional
setting - Initial research will be
undertaken in each country through a comprehensive literature review and
structured interviews with select national CBOs, UNDP, World Bank and other
actors. It will comprise the scanning of the national context as it relates
to the voluntary sector, review of existing initiatives for community capacity
enhancement regarding poverty reduction.

Identification of Priorities
– It will determine the priority policy areas related to poverty reduction in
which CBOs wish to engage.

Capacity Needs Assessment –
This activity will focus on an identification
of capacity development opportunities and gaps of CBOs, local and central
governments to facilitate inclusive policy processes related to poverty
reduction strategies.
