Identification of priority aspects (topics) are done through 2 steps:

bullet

Definition of a short list of priority topics (from the broader arrays of topics, such as economy, social protection, employment, education, health, environment, agriculture, governance & corruption, etc)

bullet

Identification of concrete discussion topics (specific topics from the short list defined earlier)

The preparatory exercise (1st step) will be to develop a list of topics by spheres based on the existing PREGP materials including:

  1. Official PREGP discussion materials published in October 2001

  2. Recent materials produced by the Governmental Sub-commissions and submitted to the Secretariat

  3. Results of civil society participatory process including schemes, documents, findings submitted to the Secretariat by the PRSP Watcher’s Network and the coalition of NGOs facilitated by the CTC

The second step entails filtration of topics from the short list based on the following criteria (ranked by significance):

Level of polarity

Clear cut off between policy options – the PREGP preparation urges for policy decision (choice between two basic alternatives)

Topics with higher level of polarization of alternatives will be favored

Level of abstraction

Relevance to community concerns, experience, needs and control, i.e. how close the topic is to community’s realities

Topics with lower level of abstraction (closer to communities) will be favored

Technical complexity

Possibility to be converted (adapted) into readable and understandable explanatory materials and questions

Less technically complex topics will be favored

It is expected that specific topics will be selected from two areas, for instance from social and economic spheres. Two working groups (WG) will be composed of experts (3-4) to draw a methodology of and discussion materials for the community meetings as described in the next section.
